Awarded a study visit as part of their prize, the winners of the 2025 THEMIS Competition travelled to the Centre for Judicial Studies (CEJ) in Lisbon from 29 June to 3 July 2026.
For five days, last year’s winners from Romania – Raul Kapas-Vidan, Teodor Georgian Căpățînă and Nicolae Andrei Dumbravă – alongside their tutor, Ioan Ilieș Neamț, immersed themselves in the Portuguese judicial system.
During their visit, participants discovered how the CEJ operates and learned more about the national judicial system, including its structure, training pathways, and key institutional actors.
They also had the opportunity to visit key Portuguese institutions such as the Supreme Court of Justice, the Court of Sintra, EJTN’s associate member the Directorate-General of the Administration of Justice (DGAJ) as well as the Institute of Financial Management and Justice Infrastructure (IGFEJ), where discussions focused on digital platforms and ongoing digitalisation projects in justice.
Through a combination of institutional visits, expert presentations, live hearings, and cultural activities, participants gained valuable professional and contextual insights, while experiencing the day-to-day work of justice practitioners in Portugal. The THEMIS Competition and its accompanying study visit continue to offer a strong platform for judicial trainees to connect, exchange with peers and strengthen cross-border cooperation.
Following the 2026 THEMIS Competition Semi-Finals, eight teams will take part in the Grand Final at the Court of Justice of the European Union in December.
