The European Judicial Training Network in partnership with the Council of Europe’s HELP Programme launched on 17-18 December a free online resource titled ‘Judges Upholding the Rule of Law Crash Course’. This comprehensive training programme is available at the HELP e-learning platform aimed at judges, prosecutors, court staff, trainers, legal professionals and anyone interested in learning about this topic. Please note that exceptionally the HELP e-learning platform is closed for maintenance on 18-19 December.
The launch event, which took place at the Council of Europe in Strasbourg as well as online, brought together 30 legal professionals who will engage in a 2-month tutored course that includes discussions and workshops on the Rule of Law. The participants will also have the opportunity to observe a Grand Chamber hearing, thus enriching their understanding of judicial processes.
The self-paced crash course is designed to be completed in approximately five hours. Through interactive case studies and practical resources, participants can enhance their knowledge and apply it effectively in three core areas:
- Judicial Accountability and Ethics (including discipline vs. judicial ethics, judicial regimes and immunity)
- Performance (including digital tools in the administration of justice, leaders vs. managers, judicial time management and AI and efficiency)
- Transparency (including judicial associations, AI and open data in justice, freedom of expression of judicial officers and privacy and declarations of interest)
Building on the conclusions of the second Judges@Europe Forum that took place in 2023, EJTN created two key projects on the topic of digitalisation and the Rule of Law. In June, EJTN published The Rule of Law and the Good Administration of Justice in the Digital Era with Larcier Intersentia (available here), and now, the Crash Course developed with the HELP Programme has been launched.
EJTN wants to thank the experts whose insights shaped the course:
- Stanislas Adam (CJEU)
- Gianluca Grasso (Italian School for the Judiciary)
- Rafael Bustos (Council of Europe HELP Programme)
- Emmanuelle Laudic-Baron (French National School for the Judiciary)
- Martin Kuijer (Venice Commission)
- Evgenia Papadopoulou (Association of European Administrative Judges)
This initiative is a poignant example of the dedication of EJTN and the Council of Europe to empower justice practitioners and reinforce the Rule of Law across Europe. By providing accessible, high-quality training, the course aims to cultivate a common judicial culture founded on integrity, accountability and excellence.
