The European Judicial Training Network has redesigned its Project-Based Exchanges into a single, unified format. This new approach merges former bilateral exchanges, regional exchanges, and judiciary learning grants into one coherent and streamlined activity.
The aim is to enhance flexibility, improve the quality of projects, and maximise their multiplier effect. Participants may apply individually or in groups (2 to 5 participants) for exchanges lasting 2 to 5 working days.
Projects must now demonstrate a clear thematic specialisation and professional relevance (e.g. digitalisation of justice, judicial ethics, cross-border crime). Applicants are required to submit a full project proposal along with a draft agenda detailing the planned learning activities.
Each proposal will be evaluated using a detailed scoring rubric assessing the justification, objectives, structure, and expected impact. Only projects meeting a minimum quality threshold will be selected.
Adopted by the Exchange Programme Working Group, this reform promotes simplification, specialisation, and a fairer distribution of opportunities across institutions. Results must be shared at national and EU levels to ensure broader knowledge transfer.
