In Italy, while jurisdiction is exercised by judges and prosecutors, the administrative function, as stated in Art. 110 of the Italian Constitution, is entrusted to the Minister of Justice. The Ministry of Justice is at the core of the government’s justice policy. Based in Rome, it deals mainly with the organisation of judicial offices and the administrative aspects of the functioning of civil and criminal courts. It is organised in Departments which are divided into Directorates, Offices and Divisions. Each Department is responsible for one of the main areas of competence of the administration of justice.

Under the Department of Judicial Organisation, of Personnel and Services, the Directorate of Staff and Training is the central ministerial structure in charge of planning and implementing training initiatives for administrative staff, except those under the specific responsibility of the Department of Prison Administration and the Department of Juvenile Justice, where specific training Institutions exist.

The Directorate of Staff and Training consists of several Offices, including Office II – Training which is responsible for the planning and implementation of training activities organised for Court Staff working at the Ministry or at the Courts and Prosecutors’ offices. The Directorate also includes the headquarters of the Court Staff Training School, established in 1991. Specialised professionals, organised in a “Network of trainers”, are responsible for identifying Court Staff training needs within the districts of Court of Appeal, and for designing and organising courses and seminars at a decentralised level.

• The main tasks of the Office II – Training and CS Training School are specifically:
• To identify general training needs
• To prepare the Three-Year Training Plan for employees (Central Administration and District Offices)
• To organise specific training activities for Central Administration staff
• To coordinate the “Network of trainers”
• To manage the decentralised seats of the CS Training School
• To oversee the courses organised and carried out at a decentralised level
• To coordinate with the National School of Administration
• To collaborate with other training institutions (e.g., the Italian School for the Judiciary).
