Bilateral exchanges

Bilateral exchanges are among the EJTN activities that provide the highest level of freedom to create, design, and plan an exchange, its content, and its agenda.
As a project-based exchange, a court or prosecution office in one member state would apply for an exchange with a court of prosecution office in another member state*. The partner institutions would create their individual agenda based on a common topic or case of interest.

A bilateral exchange can be conducted in any EU member state except Denmark. Contact your partner court/prosecution office to create an agenda! You are entirely free to define your common topics of interest and to create an agenda that suits your needs.

Regional exchanges

The Regional exchanges are designed to develop direct cooperation and trust between practitioners located on two sides of a border. This new type of exchanges aims at:

• Fostering mutual trust and cooperation at local level and establishing a long-term cooperation between practitioners.
• Identifying and solving practical problems arising from cross-border cases.
• Creating conditions for direct cross-border cooperation

Each project must meet the following criteria:

• The visiting and hosting court or prosecution office must be located to a maximal distance of 150 km further away from the domestic border (so a maximum distance of 300km between the two courts or prosecution offices).
• The applicants must work on cases involving a cross-border dimension or have a part of their daily work in the cross-border cooperation with the closest neighbouring country.

It is up to each applicant to find an eligible hosting institution meeting the above criteria. Reciprocity between the visiting and hosting court is a possibility but not mandatory. In this case, each applicant must submit a complete application to their national training institution.

The application period for the 2024 cycle will open on 10 January 2024. The application to the regional exchanges is based on a project to be submitted by the visiting applicant. This project must include a hosting agreement signed by the hosting court or prosecution office and a detailed motivation, including the cross-border dimension to be tackled during the exchange.

EJTN-CEPOL exchanges

The EJTN-CEPOL joint Exchange Programme is a hands-on training programme enabling the EU judiciary and law enforcement to exchange about each other’s practices on the field.

Law enforcement officials and judiciary professionals have the opportunity to visit each other in their respective workplaces – law enforcement institutions and courts and prosecution offices of the EU MS to share and compare experiences, working methods and investigation techniques in the areas of Economic / Financial crime, Cybercrime, Drug Trafficking, Trafficking in Human Beings, Environmental Crime, Corruption and Joint Investigation Teams.

The application period for an exchange in 2024 will be open from 10 January until 16 February 2024.

Judiciary learning grant programme

The Judiciary learning grant programme allows EU Member State judges, prosecutors, court/prosecution staff and judicial trainers the autonomy to self-identify and create individualised learning opportunities. EJTN supports the accepted proposals by providing recipients with funds for their travel and daily expenses.

The application period for the 2024 cycle will open on 10 January 2024! A particular consideration is given to early applicants. Each application must include the grant proposal, sending agreement and hosting agreement. The submitted proposals are assessed based on a scoring rubric.
