EJTN celebrates the first cohort of Digital Ambassadors

In April 2025, the European Judicial Training Network launched its groundbreaking initiative, the EJTN Digital Ambassador Programme, which is designed to strengthen the digital transformation of justice across Europe.  

At the end of November in Thessaloniki, Greece, 132 justice practitioners from 21 EU Member States celebrated their graduation as Digital Ambassadors, having successfully completed the training cycle consisting of webinars and online learning. 

Next year, the Digital Ambassadors will help advance the digital transformation of justice at national level by increasing awareness of the digital dimension of justice, sharing best practices from EU level and supporting digital competence-building. 

The programme included two hybrid conferences in Lisbon and Thessaloniki, complemented by an eight-session webinar series and a dedicated e-learning course on the HELP Programme’s platform. The e-course is central to ensuring programme sustainability, enabling participants to maintain access to the full training content for future reference.  

During the closing event in Thessaloniki, participants presented their national action plans, marking the start of their efforts to drive digital awareness and competence-building across their judiciaries in 2026. 

EJTN Digital Ambassadors – why this, why now 

Digital technologies reshape how justice is delivered, from electronic case management to data-driven tools, cybersecurity requirements and the responsible use of Artificial Intelligence. These developments offer significant opportunities to strengthen efficiency and accessibility, but they also require new skills and awareness within the judiciary. 

The EJTN Digital Ambassador Programme responds to this need by equipping justice practitioners with knowledge on key digital topics, including data protection, electronic filing, remote services, automation and AI, cybersecurity, ethical digital behaviour, and continuous digital competence development, and by promoting the exchange of best practices across the European Union. 

Built around the Digital Competence Framework for Justice Personnel, developed in collaboration with the EJTN member Spanish Centre for Legal Studies (CEJ), the programme ensured full alignment with EU-level digital competence standards while addressing the practical needs of judges, prosecutors, and judicial staff. 

Participants received training on topics including: 

  • Privacy and personal data protection 
  • Electronic court files and digital case management 
  • Digital access to justice and remote services 
  • Automation and the use of artificial intelligence in justice 
  • Protecting the security and confidentiality of judicial information 
  • Ethical and legally responsible digital behaviour 
  • Continuous learning, self-improvement, and digital competence development 
  • Security and protection of systems and devices 

The newly graduated EJTN Digital Ambassadors will be equipped to: 

  • Raise awareness of digitalisation trends and best practices at national level, helping colleagues understand opportunities, challenges, and responsible use of digital tools 
  • Support digital competence development by contributing to training initiatives or creating concise guidance and learning materials within their institutions 
  • Translate and disseminate EU best practices to fit national judicial contexts, in close cooperation with their judicial training institutions 
  • Share national experiences and successful practices with peers across the EU, strengthening cooperation and mutual learning among judicial systems 
  • Promote practical improvements in digital working methods, aligned with institutional priorities and capacities 

Contributing to building a common digital culture 

Through this initiative – consisting of a rich combination of training, collaboration, and exchange of best practices – EJTN continues to contribute to building a common digital culture and a shared European area of justice. Through the first graduates of the Digital Ambassadors, EJTN ensures a multiplier effect at national level and ensures that the digital transformation reinforces the accessibility, quality, and resilience of justice across the European Union.
